According to Mongolian laws, tourist organizations in Mongolia are categorized into 2 groups: travel agencies and tour operators. Tour operator plans tour products, promotes and organizes the products and covers travel agency activities. Travel agency retails tour operator tour products and specialized in ticketing, hotel booking, event booking etc. There is no obligatory special permission to be obtained by tour operators or travel agencies, but the Ministry issues special permits according to the company’s experience, number of tourists, number of professional staffs and stable works.
